I don't see why nukes and uranium penetrators are not a valid option at the strategic and tactical levels respectively, barring the radiation (which to be fair, that is only if you wanted to occupy said area you just dropped a nuke on).

Nukes are, as you might imagine, very unpopular, and any modern politician who wants one used is essentially giving his career the axe.
