Looks like he has amazing control vs airborne fighters. Lots of spacing techniques used on stream, but strangely he also has a grab that grounds people. I'd guess his best finishers are ground-based?

So far, seeing from TSON's day ??? Luffy,
He seems to be really good when he abuses his command grabs. His recovery looks much better than I first thought. My only complain about him being in the game is that this means we won't get Lanky because he already stretches himself just for you and inflate his balloon just like a balloon. (?)
I'm hoping his Up-B gets buffed, though. |

If I remember correctly, they said that every time you Grapple an enemy with one of Luffy's Specials in mindair, you regain your Double Jump
