You can look at it in terms of effort put towards the characters, in which case there are six Pokemon movesets and four Mario ones
Given how f*** HUGE Pokemon is I wouldn't be bothered if it had more characters than Mario. Either way works, really. Mario, Pokemon and Zelda can pretty much have however many characters they need

I just realized that the purpose of Super Smash Bros. is to represent Nintendo as a whole. So no obscure obscure characters (like New Age Retro Hippie, Waluigi, Bowser Jr.)

roy was in to advertise for the upcoming Fire Emblem game (and they actually considered cutting him and Marth from the western version of Melee because nobody would know who the f*** they were)
dr. mario and pichu were there because easy clones to fill up the character slots

As far as i can tell, the only obscure character in Smash so far is R.O.B. as its not really much of a character, just an accessory. But still, its part of Nintendo's history, so they'd have R.O.B. in regardless of how obscure it might be. As a playable character though, R.O.B. is a bit farfetched, not that its not interesting, but its strange. I wasnt expecting anything more than a stage element, plain trophy status, or maybe a sticker. So obscurity shouldnt really matter all that much in the long run.
