Ironically, this is in direct contradiction with the prediction I posted above.

American water laws state that the water supplies must be about 99.995% (IIRC) clear of oil.
This is why the boats that the U.S borrowed from some European countries are being overhauled to fit our regulations instead of simply cleaning. the oil. Said ships were designed to clean about 99% of the oil already, meaning we're wasting our time so that less than a percent more will be cleaned.

Though I can understand it that they want less than 1% pollution, but less than 0.01%... That is indeed idiotic.

Anyway, it is becoming more probably that China won't get it cleaned that easy; the weather is playing nasty.
