Most of Wario's moves out prioritize Fox's, and from what I can tell at first glance, Wario forces Fox offstage with one good tech chase. Which actually isn't that hard. Fox's techs are lacking compared to the rest of the cast which leaves Wario plenty of time for a Shoulder Bash into a butt-bomb follow-up. Just one slip up and Fox is as good as dead. That's just from my experience though, I don't know how a full potential Wario vs a full potential Fox MU would go.

Fox definitely beats Wario. Fox has amazing bread-and-butters with dtilt, uair, bair, utilt, and nair, and although Wario's are great they often (contrary to what you said, Fox actually is one of the hardest characters to tech-chase in the game because his options are pretty fast and Shine is amazing, not to mention that Wario just doesn't have the tools to tech-chase). Wario is one of those characters kinda like Sheik where I feel that his combo tools are really meant for Falcon-esque heavy big-frame fast-fallers, but not characters that fall so fast they can DI everything down and tech. Fox has a super speedy neutral against Wario's laggy options, which makes getting hits really painful. Fox can easily edgeguard with Shine and dtilt, and Wario has a tough time edgeguarding Fox (but not too hard, because dthrow kills Fox at 0% if he can't tech because you're too close to the ledge and you can just grab it, dair is good against some of Fox's options, bair is good, and nair and Waft have vicious angles. I'd say 65-35 Fox's favor, although Doof hasn't been around lately so this is based off of other Warios: maybe his is different.

I actually find keyboard WAY easier than a GCC or any other controller of sorts, I used to consider myself really good. I've played Doof before and some other Wario's, that's what I was mainly going off of.

Seriously, Fox w/ keyboard rocks. Multishining is button mashing as always but much easier because you already have a comfortable position to Shine in and you use both hands alternately. Short-hopping is just a tap which is a lot easier on a keyboard (especially a laptop keyboard) than a controller IMO, dash-cancelling is much easier than with a controller although you can't really do HCB motions, dash-dancing is super easy with a dash button, etc.

short hopping with fox on a keyboard and actually correctly spacing your aerial is hard. But yeah, multishining is easier. Smash attacks are actually a trouble to use with the keyboard, especially Usmash, but maybe that''s because I'm too lazy to find a new spot for the C stick. If this game had official analog support then you would probably enjoy the other controllers more.

Lunary, have you tried getting a mechanical or ergonomic keyboard? My hands hurt sometimes when I program and use keyboard shortcuts or play Fox too much, and it's super helpful to get a mechanical keyboard. Just make sure that the keys aren't too hard to press so you can still short hop and stuff and you'll be much happier.

the problem with a keyboard isn't really being able to short hop, it's more spacing aerials and not accidentally rolling OOS.

OR, you get a controller and use that. No matter who you play, you'll suffer a techskill drop in the short term but with enough practice you can recover all that was lost. I practiced only a couple of times a week and it took me a few months before I was able to move my fingers fast enough to do aerial->shine->aerial and midair shine->turnaround bair (landing all hits in both cases). To be sure, using a keyboard provides a lot of control, but I find movement to be soooooooooooo much easier and more fluid on a control stick.
