Hi! I made a horizontal recovery tier list for SSF2! Take a Look:

seems accurate, but i'd like to make a few objections
is not F tier, if you use his side special to air stall, you can get him to E tier at best, maybe D tier.
using 's f-air, you can get to D-tier easily
i (somehow) got to D-tier
using up all of 's recovery moves and jumps and just gliding to the end, he can get to A tier.
sheik can make it to C-tier with dangerously low jumps and bouncing fish
i guess 's placing was reasonable, but you can get him to A-tier if you use side special, then midair jump, then up special.
is B-tier, use down special a second time only after your midair jump.
using 's neutral special rather than the other specials will get him to A-tier
is A-tier, using his jumps dangerously close to the ground to get distance can get him there.
down special > up special > down special > side special> up special & repeat can get to S-tier
and i think that's it. as i said before, it was pretty accurate, good job. maybe you could apply these to the list.

additional notes:
peach can make it to the blast zones
pichu and discharge pichu make it to the same rank
tails can almost make it to S-tier
sheik can almost make it to B-tier, i had brushed off the C-tier platform by just a few pixels. bandana dee's strategy doesn't work in this situation.

can get to C tier if he uses his fully charged waft.
can get to S tier if he uses discharge thunder.
can get to C tier if he quickly uses side-b after each jump.
can get to A tier if Fire and Freeze are used to stall his fall after each jump.
can get to A tier if he uses Cyclone after his first jump then misfire after second.

I got video/replay proof of all of them making it to another tier, although Luffy and Mega Man only count you bent the rules a tad. I can't seem to attach those files here, so uh, do you have Discord?

I managed to get Pichu out of D tier if you use discharge thunder and then side b
