I just thought of something!
In the New Users Section, maybe if one of our members happen to come by and see the newbies
They can say like "Hello newbie, if you wish to have a tour, PM me, blahblahblah..."

Not such a bad idea. But how will the tour work. Will you be telling them much about the forums, the topics they should start posting in, etc.

Basically, it's a user group. The user group will have a leader, which should be the most active and always on the job. then a few more members. The purpose of the group is to guide noobs through the fourms and teach them how not to be a noob and where to post properly etc. to give the noobs a better understanding of the fourms when they first came.
