I get runes to buff Kog only, it's just a free bonus for my other champs.

Specifically Cooldown and AP.

every champion has a different set of runes useful for it, so it's pretty hard to build up 15000+ IP just to buff one champion before you get bored of that one

if you're modest a full set of runes is like 10000~ ip, if you want the best s*** it's 16000+

Meh, yeah.

Tier 2 are okay, but I'll eventually replace them with Tier 3.
I've haven't added too much as of now anyway.
