Its not from 64. Most of the design is based on Star Fox 2, only the eyepatch is taken from 64. You can tell from the eye color, the scar, and the shoulderpads. I think the rest of the design is original.

The orange shirt and the eyepatch are taken from Star Fox 64 I think. They called it "Classic Wolf" I think, so it could just be a fusion of both. |

It's easier to tell in his 64 3D portrait.
 Its a brown jacket. Interesting to note in the Melee opening he has a gray jacket.  So yeah they just made up everything below the shoulders. Still looks badass, though. _________________ im done |

It's based off of Melee Fox and Falco and given a more villainous, chaotic look to make him still look like Wolf. This is what the PMBR believes Melee Wolf would look like.
And to be honest, it looks 50x better then Brawl Wolf, I actually want to main this guy now. _________________ Now bored of being a trolling a******, let's talk some games gents. |

I believe it's original to Project M, unless i'm missing some sort of reference. It's not from melee for sure.
