Agnosticism is a religion where you are open to the idea of God, but you either don't think he will reveal himself to mankind or you don't know which one

This means that you can say stuff is right or wrong because the 'god' that you think made everything has set certain things apart. In atheism, there is no higher authority who says what is right or wrong because there is apparently no higher authority. This means that, while you abide by the laws, if you can get away with something, there's no body with real authority to say 'don't do that that's wrong' and should be listened to.
