I remember there being a sort of "approving" of topics and posts of certain members on the temporary forum, you could just ban someone, or have their posts and topics only be seen after approval by a mod. If phpBB 3 has something similar to that on a section basis, which I doubt, it would fit nicely.j

Easy: allow anyone to create a topic.

In order to do so, they should post the quotes of the people which approbed the topic (from 3 people to 5).

In case they don't, then normal users can use the report botton, and a mod will eventually close the topic and ban/warn the user.

Just to make it sure that no-one would try to post without using that topic... I would suggest to make the punish something "big"
(ban for a day first time, ban for 3 days second time, ban for a week third time, ban for a month fourth time, "perma-ban you a******!" fifith time)
