Can't we put 13 and over limit in the decline ideas

It's been said before lots of times and it sounds stupid. We are not like Facebook and Myspace.

No, but you have to act mature if you are under 13, well in all situations but acting like a little kid will get you banned.

Nobody can tell how old you are based on a date you give a computer. If you say you are 23, but act/be 11, that is worse than being 11 and acting/being 23.
