Paint is a good tool if you use it right.
Flash, Photoshop and others like that basically give you everything, making it so that anybody can make something good. It takes skill to make good things in Paint, as the resources aren't as plentiful.

EDIT: WOW! Both Tails doll and Moogles have Pom poms. Maybe Tails doll is like Chaos with the chao's. Chaos is evil and rules over Chao's, Tails doll is a poorly understood individual who rules over the moogles, killing everyone who touches their pom poms.
