video games are art, composed of elements of art coherently made into an experience for people to enjoy
i also consider mainly commercial games like COD and stuff to also be art, much like pop music is still music, despite it's main purpose is more about being accessible and easy to profit from
games can give people immense emotional pull and can link to periods of time in their life and give off nostalgia, they can be reviewed just like other art forms, and creative freedom is present in many games that derive from a basic formula

Eh, not really. A DVD commentary isn't art. Same thing, I guess. Somebody screaming over footage of a video game certainly isn't art.
Well made Let's Plays are a nice way of showing off a game if there's a reason you don't want to actually play it. But they're not art themselves, they're just showcasing art. Somebody taking you around an art gallery isn't art.

ofc video games are an artform everything from visuals straight down to code you might be wondering "wtf how is code even???" hahaha WELL programmers usually like clean code-- some even consider managing your code and keeping it clean an art form which is totally valid IMO because:
1. there is no single way to code a game, so it can be as concise or as bloated as you want it to be
2. code that is innovative could be code that introduces brand new game play mechanics for a genre or something; you can call it being creative, a major part of any piece of artwork
on that note, video game developers strive for creativity and innovation, even if it doesn't come through sometimes which, i would think, classifies video games themselves as an art form; an interactive package of creativity, created with the artist's sweat, tears, and lack of sleep (for indie devs mostly)
even if they don't strive for creativity though, it's still considered a piece of art since they still had to put in a good amount of effort, and has the elements of most pieces of art.
tl;dr: yes

Obvious 2.) you aren't f*** making the topic around a biased community. (A video game community thinks games are art??? GO FIGURE) "Is chess a sport" "Is poker a sport" "Are video games sports" are valid questions that make sense. Using a term like "art" and trying to argue whether something is or isn't when things that are extremely similar (FILM????) obviously are is retarded.
