Pretty much because the Edo Kages were shown off to battle like playable characters and mislead players to believe that they were playable. However, it was mentioned within one of the Famitsu scans that it was for story mode... But the trailer showcased them off like playable characters labeling it as "Vs. Second Tsuchikage", "Vs. Fourth Kazekage", "Vs. Second Mizukage", and "Vs. Third Raikage" so naturally it came to the minds of Naruto fans that these would be playable or DLC. This also then built the speculation that the same were for the seven swordsman and Ginkaku and Kinkaku. I don't blame them really... The advertising really caught them off guard.
But anyways, the newest DLC pack (which should come out today) is something... strange... It's basically a Naruto "International" costume pack where Naruto dresses up in all sort of things. To add a small variation, Sasuke also got a costume... And nope it's not Vegeta costume Sasuke. It's actually quite a bit funny. Heh, these stupid outfits do have a charm to them. I'd be really amusd if they were going around some more though, not just Naruto
Sasuke getting a military rapier gave me a chuckle too _________________ I'll surely think of something more clever I could have said in this post several hours from now. |

I hope that the "Storm 4" joke becomes a thing of the past and they consider adding the Edo kages and Seven swordsman into the game.
As for the new character: Sage Kabuto (from my perspective since i didn't read the manga much) literally looks like a mix-mash of Kabuto, Orochimaru, Kimimaro, and Tayuya all slapped into one. I already sold my copy of Storm 3. If i reconsider getting it back, it'll probably be Storm 3 full burst for the fact that it'll contain all the previous DLC (including the pre-order exclusives). |

The 38 showcased are actually previous costumes. If you looked at the costumes closely, it looks as if Full Burst will have all the included previous DLC costumes bundled with it. |

Ouch. And just when my hopes for Storm 3 were just getting up.
Daisuke Komoto, Producer of Naruto Shippuden: Ultimate Ninja Storm 3 Full Burst, has confirmed that there will be no other new playable characters or DLC, other than sage mode Kabuto.
