Thanks ~Mallow~ for giving me the low down and one question: Can I make a topic telling of my character idea and then make the sprite or do I have to make the sprite before hand?

Welcome and stuff. If you want a certain character in the game, and if you can sprite and animate decently, then this site at the bottom of this post is for you. It is the expansion forums, where, after a difficult test, you can create expansion characters for the game. Or, if you are not that good (even though I can assure you that you are better than me), then the second site is where a similar-ish game is being created. Enjoy your stay either way.
