Not the point, the point is when they get in trouble we can assume they knew full well what they were doing and thus suffer the full consequences for it. Without a mandate on at least visiting the rule page, they can try to snake their way out of fault by pleading they hadn't time to go over it or such. By making them visit it, it makes it that less of a hassle. Besides. People might actually READ it. God forbid having to take in a few lines of text and reading a post for a minute. It encourages browsing through the rules, which is what we should be encouraging, since you cant for all intents and purposes force someone to. Regardless, we're better with such a mandate, than without. It isn't like there's much in terms of negative effects that could be accrued by implementing it. For all intents and purposes, the only 'cost' is learning how to actually put it in.

Make the all the links that say 'Register' lead to a page with the rules on it in a scroll box.
At the bottom have a button that says 'Continue->'
When you click continue it leads you to the same exact page, like a refresh.
When they finally realize they should read, they will read the last rule that says:
"To register, click the blue ball in the top right." (should be difficult to catch)
(this will be covered in the scroll box, so noobs don't see it when they zoom down and spam continue"

Maybe there should be a fake continue button, so people attempting to speed through the process click on this trap... and then it sends you to a page that says something like, "Sorry, you are not eligible to sign up" or something.

I'd suggest keeping it that way, because a: this flushes stupid people into the open, and b: Hakker bans these stupid people, and if hakker doesn't hakkenate enough people, he might start getting all loopy, or start banning people that we like.
