It said I unlocked Rosalina when I started playing, but I think that's because all I did on the game was play a few rounds as Toadette and never touched it again.

Just because Wii has more characters doesn't necessarily make it a better game. Half of the characters in either game have no place being there (I'm looking at you, Baby Daisy and Honey Queen). What makes 7 the better game is the air/water additions and the portable style that made Mario Kart DS such a hit.
