He is getting buffed in a way that he will have more range in attacks. I think he may still be a top tier character or least a high tier character.

At first it seemed that you needed little mac to have the punch out design, but it looks like you can simply choose from either one. Doesn't matter really since they're both the exact same stage just with a different mat.
