I am not well versed on game mechanics, but I think that Dr. Mario (basing on Melee stats), Lucina (seeing Sakurai comment of being a clone with the only difference being the sword) and Pitoo (pure speculation) are clones because they share physics values (size, shape, weight, and falling speed), while Falco, Toon Link and Ganondorf have different stats

We'll just have to see it for ourselves, really hope lucina can be a little more different than what it sounds like so far.

Characters sharing special moves is not what makes them clones, its their functionality that does. I hope you realize that characters in smash aren't just their special moves, they have a ton of other normals as well (and often times, the different properties makes similar moves vastly different).

Case in point; You can't play Falco like Fox, or Toon Link like Link. They have a ton of differences that make them different characters. If you look at Dr. Mario his properties aren't that different from Mario's, and the two can be played identically. Lucina is similar to Roy, in that she has the same moves as Marth, but the blade's strength is different for both of them. In Roy's case, it was the hilt of the blade that was the strongest, while Marth was the opposite; however the properties were simply flipped for almost every move (F-smash is powerful at the tip for Marth, and at the hilt for Roy), so the two had very little differences. In Lucina's case her moveset is also the same as Marth's, but her blade has the same strength throughout and unless they give her moves more properties (which I doubt that they will), she'll have the same playstyle. Dr. Mario and Lucina have the same playstyle as Mario and Marth, and there is little you can say to argue that.

You can't say that Falco and Toon Link are "clones" like Lucina and Dr. Mario.

If you think Lucina has the same size and shape as Marth you might want to get glasses. Besides Sakurai literally saying Lucina is shorter by a small degree, Breasts Marth has a hyper-sexualize shape compared to Marth's generic guy shape.

Falco is my #1 main in Melee. I just started playing that game competitively this summer.
