Any idea as to why they're such low levels? Maybe they scale or something.

The guy who hacked them in basically just changed which pokemon appear at the forest in the beginning - these guys instead of Scatterbug or Fletchling, for example

Is it useful throughout the entire game, or just early game? I've noticed I have been finding less items after the Third Gym as opposed to the start of the game.

Drifblim kinda destroyed everything in my midgame. She soloed the entire fighting gym, with only one single trainer having a move that could hurt her, and then she took out a good third of the grass gym.
