Mario and Luigi are pretty much always the easiest characters to use, but they don't deserve to be high in the tier lists. Mario really is extremely balanced in the fact that while he is easy to use, he doesn't exactly have a great move that you have to be afraid of. (Yes, it's easy to spam fireball, but you can always jump over it.. Even a line of fireballs, just use a recovery move.) Luigi is pretty much the same, aside from having Fire Punch, which really is a move to fear, it's really difficult to hit characters with, unless you have them stunned or slowed down. And it's pretty much impossible to use if you're fighting a character with lots of ranged moves.

Not all of that is really true to be honest. Not sure why you'd use a recovery move on stage ever, even if it means dodging fireballs. You'll get hit by something much worse if you put yourself in special fall over the stage lol.
You're on the right track about Mario though. He's pretty easy to pick up and do well with so he's a really cool first character, plus his special moves are fairly typical so again he's good to learn on. The problem is he just doesn't get that much better with skill. There's honestly very little reason to play him over the Doc.

Also, Samus wouldn't be stupid enough for Mario to exploit his SSpecial.
