Look man, I completely agree with having quality over quantity. But you're using it the wrong way.
The whole roster that they wanted was already done, so they had some free time to work on characters that wouldn't have gotten in if said time didn't exist. It's not a waste of time to add characters that weren't high on the priority list AFTER everyone else was done. It's extra stuff they decided to put in because they wanted to. NOT because it's not as good quality, but because they wanted more options for people. That's it.
