Now, is the Hakker being personified as Roy Mustang?
In which case, he bans by snapping his fingers, thus creating as spark, which he changes into a roaring torrent of flame, which he uses to ban people.
In which case, I make it rain in the stadium. Wet gloves can't produce a spark.
