Realistically Takamaru is actually more likely. As Masahiro Sakurai has previously stated, he would like to have Takamaru become a playable character, but he said he would need to have another appearance in a game before he can consider it. Takamaru has appeared in three games since Brawl's release. Captain Rainbow (2008) Samurai Warriors 3 (2009) Nintendo Land (2012) (Your Mii dresses up as him) Balloon Fighter is another character that's possible, but if I remember correctly Sakurai said something about him being useless without his Balloons. I'm not saying that they can't be able to make a moveset for Balloon Fighter, I'm just saying that he isn't as likely to be a playable character as Takamaru is.
