Free form is fun but since it deals with guns, those with superior tactics would win. I guess you could do a to hit roll or something.

I don't know if I want to do a "hit roll" though.

When it comes to shooting, you'd either hit or miss.
There isn't much in between that I could use a die for, because if I run it with a Double Dice system, how would you block a bullet when the dice tie?
That's why I would use a coin flip, heads for hit and tails for miss.
Where it would hit would depend on where they aimed, how far away they were, and other stuff like wind, gravity, etc.

Of course, that bogs down the system if it becomes too realistic, with all the complexity that realism carries.

The dice takes in to account environmental factors. So a shot required to hit say a dude in a dust storm behind cover would require like a 6 where as a dude standing in the open at high noon might require a 3+.
