Too late to contain killer flu science

Warning, its looooong Remember that "Killer Flu" that was created? Turns out that although the government told the lab to delete all data of the project, they cannot technically do so, for benefits of civil and military.

I'd be very surprised if this happens.
They would need experts/samples/labs/etc. to get to this level.
Although, you could have an unusual scientist attending the meetings, stealing/borrowing the manuscripts and mutating the pathogens himself releasing it into the atmosphere causing world chaos [/stupid conspiracy theory].
