So exactly what would someone need to do to escape Mega Man using down smash while you're cornered in either wall of Casino Night Zone? I don't understand how anyone can avoid the hit, since it swings like 3 times.

You can try imagining that you're blocking the ground. That should help you remember to tech. After that, it's simply a matter of deciding which one of tech left, tech right or neutral tech is the best option at the time.

So techs that end up doing damage, still revolve around rolling, or is this specifically a rolling tech?
I know these two moves, and people say they're techs, but they don't involve rolling. So... It extends beyond shielding?

I mean, I know a lot of tech moves aren't with rolling, but I see so many techs with no rolling, so why are they grouped like this?

In this context, "tech" refers to the traditional move also known as an "ukemi". In Street Fighter, if you press a button or something (I don't know the specifics but it's irrelevant) just before hitting the ground while in knockdown, you recover instantly and you get the "technical" bonus. Thus, "tech" as an instant ground recovery is this. For smash, while you are in tumble, if you time a shield right before hitting the ground you land with invincibility and some amount of vulnerability (even if you choose to tech in place or tech roll). There is no option that allows your character to attack while teching.

"tech" is also used as a shorthand for "techniques", which usually refers to advanced techniques only, or as short for "technology" referring to a tool of a character (which is usually just a technique).

The only thing I'il really miss about v0.9b Megaman is his Dsmash that kills way too early, and does 58% if you land both hits. Also, it can make Fox scream at 33%!

I KO'ed Fox at 12% with that. It was either v0.9b Mega Man's down smash is that broken or Fox is just that light.
But yeah, down smash kills way too early.
