If Daisy were to be in SSF2, I would speculate her moveset to be based on the Strikers and Mario spin-off sports games other than Peach's moveset. In the games she is in, I never saw her float in the air when jumping. She is shown to be athletic in the games she is in so I would assume that if she were in SSF2, she wouldn't be floaty as Peach is, and would be kinda fast. They are different characters after all other than the fact that she resembles her. However, I still think that there are other characters that would be more likely to be put in the game other than Daisy.

Idk if Sandbag is an actual playable character in SSF2 or if the Devs were just fooling us once again with their goofy April Fool's Day jokes.
Anyways, Pac-Man was teased as a playable character at APEX 2015 and the Devs have not confirmed or denied his status, in which they couldn't because that would pertain to future content, and they never like to give their secrets away because they want to surprise us.
