Is there a way we can make the rules more noticeable? Like, it has a gray ball (meaning it's locked), but why not red text or something?

The rules aren't that hard to find. Seriously. Maybe a welcome PM directing new users to the rules would be much better.

The rules are there and very easy to find, if new members don't automatically think "Hmm I should check the rules first." then they won't last very long. People don't read rules because they don't care, not because they can't find them.

No matter what you do to make the rules available and apparent, people won't read them. They just won't. People learn the rules by breaking them and the following warnings.
