Which is exactly a scum wants us to think he's a good guy by giving seemingly strong evidence.
Now, if one of us were to question if he is lying or not, no one will know, as FoD cannot reply, due to his current situation. THUS he cannot try to defend himself that would make him look scummy NOR can he be silent and be questioned further, again, due to his situation. It's the most perfect cover up ever.

I wouldn't exactly cross out the possibility that he's a mafia, but it's VERY unlikely. Since this is Touhou, reimu has a very high probability of being a role(since she is pretty much the main character). Even though no one has counter claimed, that doesn't necessarily mean that he is the real reimu. The mafia might just be laying a trap for the REAL reimu to come out and reveal they're self, so that they could kill them. They must have figured out that the main character would have some sort of killer ability, one that is very bad to them and something to sacrifice FoD for(since he will be inactive.) The real reimu might have figured this out and might be hiding they're claim so that the mafia's plan is foiled. But there are a lot of "mights" in that explaination so everything I've just said is all theory and non of it has a high enough chance of being probable, but it's completely possible.
