There is literally no incentive for any townie to quickhammer. A few reasons:
It ends the day early, thus preventing vital information that could be gained.
A rash, reckless quickhammer could hit town, as proven when FoD quickhammered KBW in 12.

Meanwhile, the mafia have a lot of incentive for them to quickhammer. A reason:

Even if Panthera flips scum, Ramsey, I'm not letting you off the hook. There's something called "bussing". In All-Stars, TOWK bussed Dephius fairly well, but in most cases bussing looks obvious as the mafia will usually not place the first vote on another member after the RVS. When a mafia member realizes a lynch is inevitable, they will place the hammering vote on a townie in hopes of getting townie points.

However, he later explained to me that he added the 'discuss' there, so they could discuss things about it, and that it was a semi-serious vote.
