Could we have it that we lock the forums on a new member until they read the rules? (Even have a timer or something so that if they are too short, they still can't use it)

There is no way to guarantee that people will read the rules. If you force them to a page, many will just skip over it. It's also common sense to read the rules of a place before you start posting. So if they can't figure that out, then we'll ban them.
