I just don't get it. Why is Luigi considered to be so bad?

Luigi > Pac. Pac's best tools have actual counterplay towards them and Luigi has a better disadvantage alongside a better neutral and the fact that he can zero to death most of the cast unlike Pac-Man could cause him to be more meta-relevant. Also he just has a more well-rounded matchup spread but whatever. _________________  |
