iirc Capcom changed it because the ESBR threatened to not give them a Teen rating otherwise, not neccesarily because they wanted to change it themselves. The way ESBR ratings work is kinda wonky in general tbh.

Shut the f*** up already holy s*** No costume in this game was ever censored. They changed some camera angles a little to make sure they didn't get an M rating, because the way video games are rated in America is idiotic. I don't know if you're joking or if you're actually serious, but either way you're just making yourself look like a f*** idiot

It's actually pretty funny; Birdie has a couple of frames in one of his Bull Revenger attack where his pants fall down and you can see his entire a**. Apparently they were okay with this, but(t) not the angle of R. Mika's slap.

Well, just seeing an a** is pretty different than a close up shot of a girl slapping hers It's down to cultural differences too, someone slapping their a** like that is just a cheeky (hurr hurr) taunt in Japan, whereas in the West someone slapping their a** is them trying to be sexy Someone's pants falling down is funny everywhere

 tbh I was under the impression that just about everywhere slapping your a** was considered a cheeky taunt. Obviously it depends on context but given that R. Mika is already pretty over the top (as is most of Street Fighter) it was pretty obvious what was ment. Either or I think we can all agree that ESBR is dumb
