He's not heavy, he's just a fast faller. That means you can kill him off of the sides easily and combo him vertically/chaingrab easily at low percentages as well.

Short hop neutral aerial is pretty much the bread and butter of Chibi Robo. Solid approach dealing 13 to 19%, very much preferable to front aerial only dealing 10% and having less knockback, which is dangerous at low %s. Front aerial's softer knockback can still be used in combo situations though.
Down aerial is stomptastic. I'm sure you can (tech?) chase at low/mid %s with it, which is almost as satisfying as chaining Ganondorf stomps on Project M/Melee. Also makes people think twice while recovering.
Main kill moves are back aerial (learn to turnaround to edgeguard), down aerial (pretty intuitive as an edgeguard, also usable on ground at very high %s), up aerial (surprisingly strong knockup, chain it after a down throw). Smashes aren't worth much, side smash has a nice range I guess. Down tilt is meh, dash attack is very meh, side tilt is situational, up tilt leads to aerials which is always good.
Neutral special racks up damage pretty well and doesn't have much ending lag so it's good for a hit and run from afar. Practice neutral special + little flick upwards (or little tap if on keyboard) to cover jumping opponents, aiming is a subtle art to be mastered.
Side b is very, very dangerous to use in an aggressive manner due to its lag, but is good as utility. Horizontal recovering, edgeguarding opponents trying to sweetspot the ledge, vertical stalling, turnarounds... Not unlike painting or cleaning toilet bowls with a toothbrush, you can do myriads of things with side special.
Down special counters projectile edgeguarding (Tails' neutral special, Black Mage's down special, etc.), if there's not more than one projectile (you have to throw away whatever you got before using down special again). It's quick as well, so it's pretty low risk given the distance you should be at against such projectiles.
Grab range is pretty nice, but it's punishable if you miss. Very strong utility, if not paramount to Chibi Robo's functionality and combos.
That's about what I have for competitive Chibi Robo, correct me if I'm wrong. Overall, not the best character, but can put up a good fight anyways.
Edit: Neutral aerial can be used instead of back aerial I guess, it's just a bit less stronger. I also forgot about chaingrabs, it's potentially possible with front throw.

Yeah I would agree to that I think that his grab range is further then Samus's and ZSS AND it a lot less punishable.

The fact that slow characters have a really hard time punishing a whiffed grab means that unlike other tether characters, he has a really effective long-range poking tool that can make you afraid to shield.

considering how lackluster his throws are and how his moveset generally sucks as a whole and also how we've already nerfed his grab quite a bit i think he's ok

Chibi Robo completly wrecks 3&4 player. His grab and toothbrush cannot be stopped.
As a whole, I really don't like playing as Chibi. He feels weird to play, and he is also very unsatifying so far.
