No, I actually see it the same way as Ramsey. They say that Tekken wouldn't be appreciated, so they know better than to bug Sakurai about it.

Just because they wont approach Sakurai doesn't mean he wont approach them. The "I don't know" could just mean that they aren't sure on how Sakurai sees the Tekken/Smash Bros crossover.
