I would like to add a rule that, unless you have an avi, a 3 image sig or a 20 letter sig, you will loose 1 point for each post, can I do it?

Can I add two rules more? They are as follow:
For every tenth rule or second suggestion that makes it to the rules by a user, he or she will gain 10 points instead?
And, to add a suggestion to the official rules, 2 suggestions will take place instead?
