It's not especially, but if you look into the Slender Man mythos he's a pretty creepy bloke.
And the whole thing tunes in to that primitive fear of being watched or stalked, as well as the unknown.

The dude in the mask is a different character, unique to this particular Slender Man story. He doesn't come in until significantly later.
