Reading the rules, I realized that the way the rules are worded right now, advertising is still allowed. The two rules that deal with advertising are:

14.) No signing up just for the sake of advertising purposes
24.) Don't advertise to other members through PMs

Nowhere is the actual act of advertising through posts actually disallowed. I may be pulling the topicality card, but the wording of the rules is a loophole that people could possibly use. The rules on advertising may need some rewording.

So what does "advertising purposes" mean in your definition?

Well, the rule isn't banning advertising. It's just banning signing up for the sole purpose of advertising. One can post an s**** but be active in other topics as well. I don't think such a person would fall under the category of people who just signed up for advertising purposes

For example, this user posted s****. However, looking at his previous posts, I find that it's a stretch to say that he signed up solely for advertising purposes. The way the rules are written as of now, the act of signing up is banned, not the act of advertising.

24.) Don't advertise to other members through PMs or make topics solely for the purposes of advertising
