Seriously, I think Navi's "Hey Listen" is way too exaggerated by people. I don't find it annoying in any way, and as far as I'm concerned, she only says it if you choose to listen to her.

People can still have played OoT and say that meme as a joke. She may not say the "Listen" part unless you listen to her, but she does spam "Hey" which can be irritating depending on what you're doing. It's an Evolved Phrase, sort of like how they never actually say "We need to go deeper" in inception.
