I honestly think it could be that his entire face looks odd. Maybe it could even be that his ears are too tall.

Or maybe there are tiny pixel-sized things all over Tails that the eye subliminally picks up and overall gives him this weird feeling.

Tails isn't goofy or a complete screw-up at all what the hell kind of games have you lot been playing. Tails' character arc focusses on him overcoming his depency on sonic and subsequently growing into a more confident character. At most you can call him dorky on occassion.
