Exactly! Luffy is one of those characters where a really bad player can switch to and suddenly become unstoppable! He's like the naruto of 0.9b.

:pikachu: is just a high tier character. I don't think there are many matchups that Pikachu can't beat.
That said, :pikachu: is somewhat hard to use at his full potential.
