I have an idea what If we rename the rules to: How to get your characters in SSF2.
It will still have the rules inside but the name will change.

Yeah, that's pretty much what I do

You could add Terms and Conditions and make it say 'select I decline to continue in it' it so that unless they say 'I decline' they can't make an account, which they won't do unless they've read it. If they keep selecting 'I accept', a notice comes up which states something along the lines of "we are sorry, but reading the terms and conditions is compulsory, please finish reading them." After they have selected 'I decline' have another short paragraph which just says something along the lines of 'everything on the previous page, except for <xyz> are our rules: stick to them'

Even though i am new, i havn't double posted, or any of that other stuff but i guess thats mainly because i am in A LOT of forums.
But one thing i do notice, is even the people who do, nothing really happens, they sort of have their post deleted or the topic locked, and get told, "Don't do that" and i know that you can get warned, but warnings don't seem to get anywhere...

I have an idea, which unlike DVDV's (even though it is pretty funny and i have seen it before) won't be annoying and stuff like that...
I have set up forums before, and i don't know how this one is exactly, but when someone makes an account, and they fill in their information:

Username*
Password*
Confirm Password*
Email*
M/F
Are you a bot*
etc.

You could add check boxes, (default is not checked) that HAVE TO BE FILLED IN TO CONTINUE asking stuff like:

Will you not smiley spam?*
Will you not double post?*
Will you not create duplicate or unnecessary topics?*
Will you not argue with mods, or undermine what they say?*

stuff like that, not having it all in one checkbox question, but lots of them. So instead of reading the first, and going yeah whateva *tick* *submit*, they have to go through them all, or at least spend the time checking them all, therefor hopefully reading at least 2 of them.
