Do people act... strange...?
Like, my cousin is choking in his sleep, I wake him up, but he doesn't respond or anything. He sits up, balancing, with his eyes closed, and moving his head. He doesn't respond to any of my words, and if he does, it will only be for a moment.
He also doesn't seem to notice things, like if he's choking, or if I'm handing him something.

Is this normal?

There's a chance he has asthma or something. You should tell someone.

The choking is normal.
I am talking about the not responding.

I think it's normal,he could still be in his dream thinking about something or doing something, just like me,i'm always busy fighting so i hate it when someone wakes me up when i was fighting in my dream(it seems real but it's fake)

So apparently that would explain the balancing?

A certain friend of mine sits bolt upright in his bed and starts blurting gibberish if anyone turns a light on when he's asleep. But he's perfectly fine.
My brother also does the non-responsive thing. It seems to be perfectly alright.
If those two mentioned above are alright, there's probably a fair chance your brother has nothing wrong with him.

My cousin Tells all his secrets when he is half asleep but when you ask to much he'll get angry and when you ask one more question he wakes up

Means he isn't fully awake, it happens when people are awakened instead of waking naturally, especially if they're still tired, they can function to a degree, but their brain hasn't flipped on yet, I've once woken up, gone to the bathroom, had a conversation of grunts with my father and returned to bed without even remembering it afterwards.

My brother once did a similar thing but instead of going back to bed he jumped into the car and put his seatbelt on. Then he fell asleep again.

So it means that your cousin is fine since everyone else did something like that too

I've woken up, gone to the bathroom, and peed in the sink, then; I got on the computer half naked and my head fell on the keyboard. I didn't wake up.

Didn't your parents think you fell asleep while watching "Something Dirty"
