I don't believe there is any sort of technique to resolve your conundrum.

I assume you're referring to Online matches.
If that's the case, freezing could be as a result of many factors. Perhaps your internet speeds aren't stable. Perhaps you're facing off with opponents with a not-so-stable internet connection. Perhaps it's the distance between you and the opponents you face.
My greatest recommendation would be to face opponents relatively close to your location. Visit a website where you can organize online matches or join the official SSF2 Discord (https://discord.gg/YW79DEd) to find potential people to fight that are somewhat close to the area you're situated in.
