And this is were you are wrong. The simpleness of a sprite depends on how the creator wants the sprite. I mean I could make a very simple, yet average Jigglypuff, wich would be very easy to me. I could also make a very detailed and good-looking Jigglypuff, wich would be more difficult to me. Then you would've two jigglypuffs, one complex, one simple. Same thing, sprited different.
