Well, just as the title says. So this is directed at people who can't see the big red text near the banner. Perhaps if people who have just made their first topic in Ideas section and are on the "Post a new topic" page, after they hit submit a pop-window could appear and say "Please be sure that this topic does not have anything to do with ideas for SSF2. For SSF52 ideas go to *link*". Just a thought. I understand if this idea is rejected.

Certainly don't do a Pop-up. You know how much people hate pop-ups. They'll also think this will be an advertised site, so they'll be smart enough to leave. BUT APPARENTLY NOT SMART ENOUGH TO FOLLOW THE RULES.

You could like make it scan for the words "SSF2" or something like that, and if it says those, it will not be created.
Or have the disclaimer thing whenever you post a topic.
