EDIT: If that isn't possible because you can't actually KO with shine (good luck shine spiking puff), add JC shine grabs to the allowable moves.
This may be simply doable by racking up damage with shine then manipulating the CPUs into killing each other, finally shine spiking and edgehogging sheik.

Well ... legal characters are megaman, sonic, wario, MK, ZSS, BBM, BM, tails, lloyd, chibi, sora.

The only ways I can think of doing that in training mode are:
BM uthrow>shdair>uthrow>shdair until dair stops jab-resetting, then continual shdairs until you hit 200%. It's technically not an infinite because you can tech out of it.
MK dtilt spam on shadow moses island (20 secs if you mash like crazy). Can be jumped out of, making it not an infinite

There may be some insane BBM combo on fastfallers I'm not aware of.

I can't imagine trying to pull off the first one with a CPU, a single tech and you need to start over. I'm not sure how a cpu would react to MK dtilt spam, but you'd have to pin the cpu in 10 secs.

ZSS can't uspec-utilt because specials aren't allowed.
Tails can't side-b spam on shadow moses island because specials aren't allowed.

That's pretty difficult. It's hard to output 200% damage in 30 secs with those chars, let alone without specials. That eliminates shine, and with it shine dthrow, shine drill, etc. if fox were allowable.

If the only condition is 200% in 30 secs, you can (in addition to the above):
Ness dtilt on shadow moses island (if you mash like a maniac, 16 secs is all you need)
Ness PK fire spam (15 secs is enough)
Fox shine shenanigans, shine>dthrow can output 200% in 30 seconds, I didn't check anything else because it's hard to start a timer and multishine consistently for 30 secs at the same time.
Marth infinite jab on shadow moses island (watch out to not tipper)
Yoshi shdair. Far from a combo, but it does damage


Ichigo shdspec seems like it could work, I keep coming up short 1 or 2 hits, but I usually miss the sh at least once.
Chibi blaster spam comes up just short at 180%.
Chibi toothbrush comes up to 194%, but it seems like not every hit hits.
Fox blaster spam is actually lower dps at 174%. #20CR>20XX

Spams - Repeated use of attacks.
Techs - Advanced techniques. (Sorry didn't think to use the proper term when editing.)
