After Belth's PD failed due to paternal ignorance, I have taken it upon myself to bring one into the world.

Welcome to the World of Pokemon.
Pocket Monsters, or Pokemon for short, are animals that inhabit this world.
Pokemon and humans live in harmony with each other, many of them making Pokemon fight for sport or money. The Pokemon enjoy this, so it is ok. Pokemon are captured in devices by Pokeballs and raised by their owners. Pokemon become friends with others and many coexist with other Pokemon. The locations are the 4 major regions and their islands. The Regions are Kanto, Johto Hoenn and Sinnoh. Each character will have their own journey, meet new friends and catch more Pokemon. The battles between Pokemon will be turn based. But do not involve stats, it will involve a rolling of a dice kind of thing to determine whether or not the attack hits or if it is effective or not.

Anyway, How will the movesets work without the stat system? And will Tm's be usable?

Stat based moves (Screech, Growl, Tail Whip, Amnesia, etc) will merely influence the damage of the next attack from either side, depending on the stat move.
Movesets will be the same, but no weird moves for incompatible Pokemon. E.g. Luvdisc with Leaf Blade.
Only HMs will be usable. Custom made TMs would be available, if they make sense and are good techniques.

Name: Leslie
Appearance: He is about 5 ft 6, has blonde kind of long hair covering his left eye. He has green eyes, and wears a white short sleeved shirt with blue jeans. He carries his poke balls in his backpack.
Bio: Leslie's mom and dad lived with him in a small house in Mahogany town. His father was a great psychic trainer, but his mother didn't have much to do with Pokémon. Like his father, Leslie had always had always been fascinated by psychic Pokémon, and on his 13th birthday, his father gave him an Abra, to train and travel with.
Personality: Leslie is kind of outgoing, especially when it comes to pokemon, but doesnt like to accept truths when he is wrong. He has a hard time learning from his mistakes, because he doesn't see whats wrong with his strategies.
Starting town: Mahogany town

Personality: Abra usually keeps to himself around other pokemon, and the only person he really connects to is Leslie. The only time abra is outgoing is in battle.

Appearance: Short brown hair, something like 6 feet tall, wears a plain white tee shirt and sweatpants. Brown eyes. Carries a sports backpack with him everywhere.
Bio: Growing up in Pacifidlog, Austin was never able to set foot on dry land, as his family couldn't afford a vacation anywhere. After saving up money from doing odd jobs and successfully catching his first Pokemon, he is finally able to afford a trip to see the world.
Personality: A quiet, down-to-earth kid, Austin will only have long conversations with people he becomes close to. In battle, one of the most focused kids you will meet.
Starting town: Pacifidlog
Original Pokemon: Azurill
Starting Trainer: Yes

Pokemon: Azurill
Nickname: N/A
Nature: Adamant
Moveset: Charm, Tail Whip, Slam, Bubble
Ability: Huge Power
Personality: An outgoing little thing, will always give its all in battle, though it's not what it's actually suited for right now. Azurill is also being trained for Pokemon contests, and will likely be used more for that purpose (assuming there's contests in this RP)

I was just looking through all the water Pokemon since nothing else makes sense for Pacifidlog, and the Marill line just looked like the right choice.
